An early morning SMUD power outage has left hundreds in the downtown Sacramento area in the dark on Thursday and delayed the start of the state Legislature. The outage was caused by a transformer failure in the downtown network vault, SMUD said.About 650 people were fire impacted by the outage. The outage grew to more than 750 people, as of 8:50 a.m.Power is expected to be restored between 9 and 11 a.m., the utility said.
